SkillSelect EOI Invitation Round Results for 11th April 2019

On 23rd April 2019, the Department of  Home Affairs (DoHA) has released the statistical analysis of the 11th April 2019 “Skill Select EOI Invitation Round” results. This is for persons who lodged Expressions of Interest (EOI) for the General Skilled Migration or “GSM” visa subclass 189 (Skilled Independent) and subclass 489 (Skilled Family Sponsored).

Broad Overview:

Recent SkillSelect EOI Invitation Round news: From 1 July 2018 the “pass mark” has been increased from 60 to 65 points. New applicants can lodge their Expression Of Interest (EOI) with 65 points or more. Other applicants who submitted their EOI before 30 June 2018 with 60 points will continue to stay in the queue.

Recent SkillSelect EOI Invitation Round news: Department of Immigration (now DoHA) has announced that from Financial Year 2018-2019 there will be only ONE ROUND OF SKILL SELECT INVITATIONS PER MONTH – usually around the eleventh of the month.

Our Recommendation: Most applicants with 60 or 65 points are not getting invited at all since the last 18 months or so. Many 70-pointers are also not getting invitations for a long time.

SOLUTION: apply for state-nominations also, in parallel. We have many clients who were waiting for a more than a year, so we did a file-review and recommended a suitable state-nomination option. Many of them got invited for permanent residency WITHIN 2 to 3 MONTHS!

Summary:

Next round will be 11 May 2019. Commentary regarding that Skill Select invitation round will be published by EasyMigrate as soon as those statistics are made available to the public by the Department of Immigration.

Compared to the last invitation round (11 March 2019) which gave 1,500 invitations, this recent skill Select round gave out only 100 invitations! Compare this to 4,350 invitations during the “boom” months that we had between September 2018 and November 2018.

The exact number of invitations on 11th April 2019: 100 invitations in the Skilled Independent SC189 subclass and 10 in the Family-Sponsored Subclass 489. My analysis is that the “quota” for the year 2018-2019 is running out and the Department of Immigration is adjusting the figures to keep the final year count within the recently announced “reductions”.

For this round, most invitations (49) were to applicants who have 80 points.

There were no invitations to persons with 70 points (compared to 884 in March 2019, 848 in Jan 2019 and 32 in February 2019).

Thirty-one invitations were given to applicants having 85 points.

Only twenty invitations were given to persons with 90 points or more. 

This time, there were NO INVITES to applicants with 60, 65, 70 or 75 points.

Occupations Analysis:

The cut-off for Skilled Independent (SC189) was 80 points, cut-off date 15-03-2019.

The cut-off for Skilled Family Sponsored (SC489) was 80 points, cut-off date 12-10-2018.

This is now the thirteenth round of invitations where DoHA has re-commenced inviting Accountants, Auditors, Company Secretaries and Corporate Treasurers! For Accountants, the invitation threshold has gone up to 90 points as compared to the last round of 11 March 2019 (It had come down to 80 points in January 2019). The cut-off date is published as 10-04-2019 which means that all “Accountant” applicants with 90 points or more who applied for their Expression of Interest (EOI) before 10-04-2019 got invited. In the previous month, the date was 09-03-2019! For the other occupations listed above, the cut-off points-score has gone up to 85, and the cut-off date is 14-12-2018 (in the last round of invitations this was 19-07-2018).

Accountants, Auditors etc. had been excluded (or dramatically reduced) since Oct-Nov 2017 invitation-rounds, so this is an excellent ongoing sign that the demand continues!

Electronics Engineers got invited at 80 points with the date of effect 11-03-2019. In the October 2018 invitation round, 70-point holders were also invited, but not anymore. So this is due to a combination of factors: an increase in the number of applications received by the Department of Immigration and reduced number of invitations.

Industrial, Mechanical and Production Engineers were previously invited at 70 points with a date of effect 04-02-2019. But new invitations for April 2019 stop at 80 points, with cut-off date 07-03-2019.

Other Engineering Professionals got invited at 80 points with the date of effect 31-12-2018.  

ICT Professionals (Business and Systems Analysts) got invited at 85 points with the visa date of effect 10-04-2019.

ICT Professionals (Software and Application Programmers) – the pass mark had previously remained steady at 75 points with the visa date of effect 13-02-2019. Unfortunately, the pass mark has gone up to 80 points from 11 April 2019, the cut-off date is 12-03-2019.  

ICT Professionals (Computer Network Professionals) got invited at 80 points with the visa date of effect 14-03-2019 – this moved forward by one week.

So for most ICT professionals, there is now a substantial waiting in the queue for their Expression of Interest to be converted into an “invite”.

If the number of invitations goes up in future general skilled migration program invitations, then more occupations with 70 and 65 points are likely to be invited. But I do not think that is likely to happen in the immediate future.

Please note that the EOI date resets each time an applicant does an “upgrade” or change, e.g. additional points for age, extra points for work-experience, successful NAATI test, etc.

In my earlier articles, I was hoping that the number of “invitations” rises over the next few rounds – BUT I WAS WONG. IT HAS REDUCED DRASTICALLY for this month compared to “boom” months! This is not a good sign for all occupations who are waiting at 70 points and 65 points. This may be a slowdown due to financial-year adjustments – based on the July2018-June2019 quota.

Historical Analysis:

The number of monthly invitations used to hover around the “two thousand-plus” mark for last few months and were even lower between November 2017 and June 2018 at about 305 “SkillSelect” invitations per fortnight for the EOI applicants! 

For July 2018, 1,010 invitations had been issued to persons who had lodged their Expression of Interest (EOI). This was better than the 610 invitations being issued from Nov 2017 onwards until June 2018. But still a lot less than the 2,000-odd invitations that were being issued per month before October 2017. Until January 2019 the number of invitations was regularly above the two-thousand mark. In the 11 August 2018, AND the 11 September 2018 SkillSelect results were above the two-thousand mark – then jumped up to 4,340 invitations on 11 October 2018 and 11 November 2018 invitations. December 2018 and January 2019 invitation-rounds have seen a drop-back to the 2,000+ levels and reduced further since February 2019 and March-2019 invitation-rounds.

The total number of invitations for the last financial year (July 2017 to June 2018) was 16,296.

Based on July 2018,  August 2018September 2018,  October 2018November 2018,  December 2018  January 2019  February 2019 and March 2019 figures, the total number of EOI applicants invited for this financial year (July 2018 to April 2019) Has been 22,720.

To arrive at the end-of-year figures we use the formula (22,720 divided by 10 multiply by 12) = approx. 27,260 per year which would still mean a substantial increase in Subclass 189 and Subclass 489 (Family) invitations compared to the previous financial year 2017-2018. 

But recent announcements by the Department of Home Affairs (DoHA) point to a further slow-down in the number of “general skilled migration” (GSM) invitations.

The effect of “re-invitation” continues to plague the SkillSelect invitations program. In my previous articles, I had mentioned about the effect of “re-invitation”. Many applicants have moved on to other countries or changed their plans but have not removed their Expressions of Interest (EOI). So they get invited, but they do not apply within the next 60 days. These applicants usually get “re-invited” as per the Dept of Immigration rules one more time! I estimate this figure to be as high as 30-40% in many occupations. This seriously affects the program. For example, out of the 1,500-odd invitations in March 2019 only about 900-1000 get taken up! This is something that the Department of Home Affairs has not been able to tackle yet.

For this latest round of invitations under the subclass 189 (Skilled Independent) visa, only 100 invitations were issued, at 80 points or above. Only ten invitations were issued to SC489 Family-Sponsored applicants –at 80 points or above… so as you can see, the SC489 FAMILY-SPONSORED applicant needs to have scored 70 points “independently” plus the 10 points from their family-sponsor. 

On our EasyMigrate website, we have the statistics. My ongoing analysis for the  October 2017 invitations; the November 2017 invitation round and the December 2017 round are available. January 2018 roundFebruary 2018 roundMarch 2018 round, April 2018 roundMay 2018 Round, the two x June 2018 rounds, the 11th July 2018, 11th August 2018   the 11 September 2018,  October 2018November 2018,  December 2018  January 2019,  February 2019 and March 2019 invitation rounds are also available on our website. 

I estimate that the Nov 2017 to June 2018 rounds were only about 30-40% of the usual monthly track-record before October 2017, but from July 2018 the invitations are on par with the good months up to September 2017 in previous years, and the two rounds of October 2018 and November 2018 EXCEEDED our expectations.  But the December 2018round and January 2019 has halved to 2,500 invitations. Now February 2019 and March 2019 are FURTHER REDUCED to 1,500 invitations, and April 2019 is a disappointing 100 invitations only.

Please note that these figures do not include invitations under the state-nominated subclass 190 and state-nominated “Regional” subclass 489.

Invitation process and cut offs

The highest ranked clients by points score are invited to apply for the relevant visa. For clients who have equal points scores, the time at which they reached their points score for that subclass (referred to as the date of effect) determines their order of invitation. Expressions of Interest with earlier dates of effect are invited before later dates.

Due to high levels of demand, and in keeping with previous years, the below occupation groups will be subject to pro rata arrangements to ensure availability of invitations across the program year.

SkillSelect first allocates available places to Skilled – Independent visas (subclass 189) and then the remaining to Skilled – Regional (Provisional) visas (subclass 489). If all places are taken up by subclass 189 visas then there will be no invitations issued for subclass 489 visas in these occupations.

Compared to the last invitation round (11 November 2018) this recent skill Select round of  11 December 2018 invitation round from Department of Immigration’s “SkillSelect” division has ALMOST HALVED THE NUMBER OF INVITATIONS, – about 2,500 invitations compared to 4,350 invitations. So the “boom” we had seen between September 2018 and November 2018 is slowing down.

The exact number of invitations on 11th December 2018: 2,490 invitations in the Skilled Independent SC189 subclass and 10 in the Family-Sponsored Subclass 489.

For this round, most invitations (1,093) were to applicants who have 75 points.

Another 736 invitations went to persons with 70 points.

496 invitations were given to persons with 80 points.

156 invitations were given to applicants having 85 points.

9 invitations were given to persons with 90 points or more. 

GOOD NEWS is that the number of applicants were invited in December 2018 for General Skilled Migration SC189 visa was still a substantial number compared to the slowdown in the financial year 2017-2018 (Oct 2017 to June 2018)!

There were NO INVITES to applicants with 60 or 65 points.

Occupations Analysis:

Since late 2017 the “Accountants group” of occupations were not invited at all. For the other occupations listed above, the cut-off points-score is also 80, and the cut-off date is 08-06-2018 (in the last round of invitations this was 04-07-2018, so this has moved backwards by about 25 days).

Industrial, Mechanical and Production Engineers also got invited at 70 points with a date of effect 22-06-2018. The previous period was 05-04-2018, so this is a good development for Industrial, Mechanical and Production Engineers.

Other Engineering Professionals got invited at 75 points with the date of effect 13-10-2018, i.e. is date has moved forward by one week. So in this invitation round, 70-point holders have not been invited once again! 

ICT Professionals (Business and Systems Analysts) got invited at 75 points with the visa date of effect 18-09-2018 – this has moved forward by about 10 days.

ICT Professionals (Software and Application Programmers) – the pass mark STAYS at 70 points with the visa date of effect 01-04-2017. Last invitation round date of effect was 06-04-2018 – this means that a lot of Software and Application programmers who had been waiting in the queue for a long time got selected (maybe their points increased automatically because of age or work-experience requirements).  

ICT Professionals (Computer Network Professionals) got invited at 70 points with the visa date of effect 30-08-2018 – this moved forward by three days.

So for most ICT professionals, there is about four month’s waiting in the queue for their Expression of Interest to be converted into an “invite” (except for Software and Application Programmers where the wait is 20 months in this round, but I believe this is just an aberration and will sort itself out in the next invitation round). The good news is that the list now continues to include 70-point scorers in some occupations! For example, Industrial, Mechanical and Production Engineers, Software and Application Programmers, Computer Network Professionals are getting invited even at 70 points. Again, if the number of invitations at each round goes up for the next invitation rounds in this general skilled migration program, then more occupations with 70 and 65 points are likely to be invited.

SKILL SELECT – EXPRESSION OF INTEREST (EOI) FOR WEST AUSTRALIAN STATE NOMINATIONS (SNMP – GRADUATE STREAM) – INVITATION RESULTS FOR 18th January 2019

Summary:

The West Australian Government has a special sub-program called the “WA Graduate Stream” program.

International students who have studied in Western Australia for at least two years at a “tertiary” or university level can become eligible for this. There is a special list called the “WA Graduate Occupations List” or WA-GOL and the international student’s nominated “occupation” has to be on this list.

This is under the General Skilled Migration program. Applicants can opt for “WA State Nomination – Graduate Stream” –

(a)      subclass 190 permanent residency

(b)      subclass 489 “Regional Nomination” which is a four-year temporary residency leading to permanent residency subclass 887 after meeting regional residency and regional employment conditions.

There are many criteria that must be satisfied but the main ones are:

(1)        The international student must have completed at least two years of study in Western Australia at a university level (Bachelor’s or Master’s degree, or a PhD qualification)

(2)        The applicant must have a job offer from a WA employer for at least the next 12 months.

(3)        Bachelor degree holders need to show that they have already worked with an employer for one year (Master’s degree holders and PhD holders do not need to satisfy these criteria).

(4)        The applicant must have a satisfactory skills assessment in their nominated occupation and should have lodged their Expression of Interest (EOI) under the Department of Immigration’s SKILLSELECT program.

(5)        The WA state Government will invite the applicant only if the occupation is on the WA GRADUATE OCCUPATION LIST (WA-GOL).

(6)        The WA Government has a ranking system that takes into account both onshore and offshore work-experience (i.e. employment experience inside Australia and outside Australia). Priority is given to applicants who have ONSHORE employment experience i.e. Australian employment experience.

Accountants (ANZSCO Code 221111):

A lot of “Accountants” are applying for inclusion in this WA Graduate Program. Because of this, the number of invitations given to applicants with their Expression of Interest (EOI) under the Accountant (General) nominated occupation are restricted. The profile of the last invited EOI with this nominated occupation was as follows, indicating that only Masters and PhD qualification-holders got invited as Accountants (Bachelor degree holders did not get an “invitation” in this January 2019 invitation round).

Broad Overview:

Recent news: Department of Immigration (now DoHA) has announced that from Financial Year 2018-2019 there will be only ONE ROUND OF SKILL SELECT INVITATIONS PER MONTH in the Independent subclass 189 program. But for STATE NOMINATIONS there is no “monthly round” – SC190 and SC489 applications progress as soon as states show that they are willing to “nominate” the applicant.

Recent news: From 1 July 2018 the “pass mark” has been increased from 60 to 65 points. New applicants can lodge their Expression Of Interest (EOI) with 65 points or more. Other applicants who submitted their EOI before 30 June 2018 with 60 points will continue to stay in the queue.

Summary:

Under the General Skilled Migration program, applicants can opt for “State Nomination” –

Australian State Governments have their own criteria and their own “State-wise Occupation Lists”. These are based on the need and the job opportunities available in that occupation, in that state. The program allows nominated skilled workers to live and work in Australia as long-term permanent residents.

The pass mark under the Australian “points test” for state nominated migration to Australia is 65 points.
Obtaining a subclass 190 invitation from a state government gives an additional 5 points to the applicant.
Obtaining a subclass 489 invitation from a state government gives an additional 10 points to the applicant.

As you can see, a total of 1,689 invitations were issued in SC190 and SC489 programs in September 2018. This translates to approximately 20,000-22,000 invitations per year (projected July-2018 to June-2019 financial year).

The “NSW Department of Industry” controls state-nominated migration to New South Wales (NSW), i.e. Sydney and surrounding regional areas. Skilled migration to NSW got the maximum number of invitations granted in these three months, at about 1,500.

Next in line: The “Victorian Government – Live in Melbourne” department controls state-nominated migration to the state of Victoria (VIC), i.e. Melbourne and surrounding regional areas. Skilled migration to Victoria resulted in about 1,250 invitations in those three months. Interestingly, most of their state-nominations seem to be subclass 190 (1,241 in three months) compared to subclass 489 (10 in three months).

Third place:  The “Immigration South Australia” department controls state-nominated migration to the South Australia (SA), i.e. Adelaide and surrounding regional areas. Skilled migration to South Australia resulted in about 1,240 invitations in those three months. South Australia Skilled Migration office seems to issue more SC489 invitations (957 in three months) compared to SC190 (282 in three months).

In fourth place: The “BSMQ – Business and Skilled Migration Queensland” department controls state-nominated migration to Queensland (QLD), i.e. Brisbane and surrounding regional areas.  Skilled migration to Queensland resulted in about 700 invitations in those three months – more SC190, less SC489.

Three other States have smaller but still substantial programs:
Australian Capital Territory (ACT) – Canberra – controlled by “Canberra Create Your Future.”
Northern Territory (NT) – Darwin – controlled by “Migration NT.”
Tasmania (TAS) – Hobart – controlled by “Migration Tasmania.”

In the last place: Western Australia (Perth and surrounding regional areas). This is controlled by “Skilled Migration Western Australia”, under the state government’s Department of Training & Workforce Development.  A total number of invitations in three months was 5 (yes, five!). Shame!

FORECAST:
The state-nominated programs are well entrenched. To change anything requires quite a lot of “negotiations” and legislative amendments. Therefore I expect that the state-nomination programs (Subclass 190 and subclass 489) will continue in its present form for some time. These are unlikely to be “tinkered” by changes to Federal Government politics.
However, they do suffer from state-level changes in government and “populist” sentiments. This became painfully evident when the new state government was elected in March 2017 and rules were changed within the next 14 days!

 I hope you find this statistical-analysis useful.
Just to let you know, we have the same in-depth analysis was done for the subclass 189 Independent visa and the SC489 Family-Sponsored visa invitation-rounds by the Australian Dept of Immigration (now called Department of Home Affairs (DOHA).

My ongoing analysis for the  October 2017 invitations; the November 2017 invitation round and the December 2017 round are available. January 2018 roundFebruary 2018 roundMarch 2018 round, April 2018 roundMay 2018 Round, the two x June 2018 rounds, the 11th July 2018, 11th August 2018   the 11 September 2018 and the October 2018 invitation rounds are also available on our website. I estimate that the Nov 2017 to June 2018 rounds were only about 30-40% of the usual monthly track-record before October 2017, but from July 2018 the invitations are on par with the good months up to September 2017 in previous years, and the latest round has EXCEEDED our expectations by almost doubling the invitations in SkillSelect.

Summary:

It is good to note that The 11th September 2018 invitation round from Depart of Immigration’s “SkillSelect” division has maintained the same levels as the last invitation round (11 August 2018) – about 2,500 invitations. For the second time since October 2017 (about ten months ago), the number of monthly invitations has touched the “two thousand-plus” mark! 2490 invitations to be exact in the Skilled Independent SC189 subclass and 10 in the Family-Sponsored Subclass 489!

For November 2017 to June 2018, the Department of Immigration (now Department of Home Affairs – DoHA) had released only 305 invitations every fortnight. This level had been static, at about 610 invitations per month.

For July 2018, 1,010 invitations had been issued. This is better than the 610 invitations being issued from Nov 2017 onwards. But still a lot less than the 2,000-odd invitations that were being issued per month before October 2017, but now the number of invitations seem to be regularly above the two-thousand mark in the 11 August 2018 AND the 11 September 2018 SkillSelect results – 2,490 invitations each in the Subclass 189 visa category.

For many months the “Accountants group” of occupations were not invited at all. This is now the sixth round of invitations where DoHA has finally invited Accountants, Auditors, Company Secretaries and Corporate Treasurers! For Accountants, the invitation threshold has been steady at 80 points (this round and the last round). The cut-off date is published as 25-05-2018 which means that all “Accountant” applicants with 80 points or more who applied for their Expression of Interest (EOI)  before 25-05-2018 got invited. Please note that the EOI date resets each time there is an “upgrade” or change registered, e.g. additional points for age, extra points for work-experience, successful NAATI test, etc. For the other occupations listed above, the cut-off points-score is also 80, and the cut-off date is 01-05-2018 (in the last round of invitations this was 14-03-2018, so this has moved forward by one and half months).

The total number of invitations for the last financial year (July 2017 to June 2018) was 16,296.

Based on July 2018August 2018 and September 2018 figures, the total number of invitations for this financial year (July 2018 to June 2019) could be 6,000 x 3 three-monthly periods = 24,000 which would mean an increase in Subclass 189 and Subclass 489 (Family) invitations compared to the previous financial year 2017-2018. There may be even more invitations planned for the next nine months (October 2018 – June 2019) – let us wait and see.

The slow-down from November 2017 to June 2018 will undoubtedly affect the Department of Immigration’s statistics in the 2018-2019 financial year. I was forecasting a deliberate attempt by DoHA to slow down the “pipeline” in preparation for some dramatic changes to be announced after July/August 2018, but this latest round of invitations may prove I was wrong!

For this latest round of invitations under the subclass 189 (Skilled Independent) visa, 2,490 invitations were issued, at 70 points or above. Only ten invitations were issued to SC489 Family-Sponsored applicants – 5 at 80 points and five at 85 points… so as you can see, the SC489 FAMILY-SPONSORED applicant needs to have scored 70-75 points “independently” plus the 10 points from their family-sponsor. 

On our EasyMigrate website, we have the statistics, and my ongoing analysis for the  October 2017 invitations; the November 2017 invitation round and the December 2017 round are available. January 2018 roundFebruary 2018 roundMarch 2018 round, April 2018 roundMay 2018 Round, the two x June 2018 rounds, the 11th July 2018, 11th August 2018  invitation rounds are also available on our website. I estimate that the Nov 2017 to June 2018 rounds were only about 30-40% of the usual monthly track-record before October 2017, but from August 2018 the invitations are on par with the good months up to September 2017 in previous years.

Please note that these figures do not include invitations under the state-nominated subclass 190 and state-nominated “Regional” subclass 489.

For this round, most invitations (1,202) were to applicants who have 75 points. Another 545 invitations went to persons with 80 points. 15 invitations were given to applicants having 85 points or more. But the BEST NEWS is that 605 applicants were invited at 70 points!

There were NO INVITES to applicants with 60 or 65 points.

For the occupations subject to pro-rata arrangements, Accountants with 80 points or more got invitations up to an EOI-date of 25-05-2018. “Auditors,” “Company Secretaries” and “Corporate Treasurers” got invited at 80 points, with a cut-off date of 01-05-2018. This is a good development because Accountants had been excluded (or dramatically reduced) since Oct-Nov 2017 invitation-rounds!

Electronics Engineers got invited at 70 points with the date of effect 15-11-2017, this is a significant improvement because, in the last invitation round, only 75-point holders were invited. The cut-off date is published as 15-11-2017!

Industrial, Mechanical and Production Engineers also got invited at 70 points with a date of effect 18-01-2018. The previous period was December 2017, so this is a good development for Industrial, Mechanical and Production Engineers.

Other Engineering Professionals got invited at 75 points with the date of effect 03-07-2018. So in this invitation round, 70-point holders have not been invited! I am hoping that the number of “invitations” rises over the next few rounds. Then it will be a good sign for other engineers who are waiting at 70 points and 65 points.

ICT Professionals (Business and Systems Analysts) got invited at 75 points with the visa date of effect 03-07-2018.

ICT Professionals (Software and Application Programmers) got invited at 75 points with the visa date of effect 20-08-2018.  

ICT Professionals (Computer Network Professionals) got invited at 70 points with the visa date of effect 17-01-2018.

So for ICT professionals, there is about 1.5 to 7 month’s waiting in the queue. The good news is only for 75-point holders, EXCEPT for Computer Network Professionals who are getting invited even at 70 points. Again, if the number of invitations at each round goes up for the next financial year (July 2018 – June 2019), then more ICT professionals with 70 and 65 points are likely to be invited.

Invitation process and cut offs

The highest ranked clients by points score are invited to apply for the relevant visa. For clients who have equal points scores, the time at which they reached their points score for that subclass (referred to as the date of effect) determines their order of invitation. Expressions of Interest with earlier dates of effect are invited before later dates.

SkillSelect first allocates available places to Skilled – Independent visas (subclass 189) and then the remaining to Skilled – Regional (Provisional) visas (subclass 489). If all places are taken up by subclass 189 visas, then there will be no invitations issued for subclass 489 visas in these occupations.

“Broad Overview:

Recent news: Department of Immigration (now DoHA) has announced that from Financial Year 2018-2019 there will be only ONE ROUND OF INVITATIONS PER MONTH, next round will be around 11 August 2018.

Recent news: Department of Immigration (now DoHA) has announced that from 1 July 2018 the “pass mark” has been increased from 60 to 65 points. New applicants can lodge their EOI with 65 points or more. Other applicants who lodged their EOI before 30 June 2018 with 60 points will continue to stay in the queue.

Summary:

The 11th August 2018 invitation round from Depart of Immigration’s “SkillSelect” division has been “WELCOME NEWS”. For the first time since October 2017 (about nine months ago), the number of monthly invitations has touched the “two thousand-plus” mark! 2.490 invitations to be exact!

For November 2017 to June 2018, the Department of Immigration (now Department of Home Affairs – DoHA) had released only 305 invitations every fortnight. This level had been static, at about 610 invitations per month.

For July 2018, 1,010 invitations had been issued. This is better than the 610 invitations being issued from Nov 2017 onwards. But still a lot less than the 2,000-odd invitations that were being issued per month before October 2017… so it is heartening to see the number of invitations above the two-thousand mark in the 11 August 2018 SkillSelect results – 2,490 invitations.

For many months the “Accountants group” of occupations were not invited at all. This is now the fifth round of invitations where DoHA has finally invited Accountants, Auditors, Company Secretaries and Corporate Treasurers! For Accountants, the invitation threshold has dropped from 85 (last round) to 80 (this round), and the cut-off date is published as 15-03-2018 which means that all “Accountant” applicants with 80 points or more who applied for their Expression of Interest (EOI)  before 15-03-2018 got invited. For the other occupations listed above, the cut-off points-score is 80, and the cut-off date is 14-03-2018 (in the last round of invitations this was 16-02-2018, so this has moved forward by one month).

The total number of invitations for the last financial year (July 2017 to June 2018) was 16,296.

Based on July 2018 and August 2018 figures, the total number of invitations for this financial year (July 2018 to June 2019) could be 3,500 x 6 bi-monthly periods = 21,000 which would mean an increase in Subclass 189 and Subclass 489 (Family) invitations compared to the previous financial year 2017-2018. There may be even more invitations planned for the next ten months (Sept 2018 – June 2019) – let us wait and see.

The slow-down from November 2017 to June 2018 will undoubtedly affect the Department of Immigration’s statistics in the 2018-2019 financial year. I was forecasting a deliberate attempt by DoHA to slow down the “pipeline” in preparation for some dramatic changes to be announced after July/August 2018, but this latest round of invitations may prove I was wrong!

For this latest round of invitations under the subclass 189 (Skilled Independent) visa, 2,490 invitations were issued, at 70 points or above. Only ten invitations were issued to SC489 Family-Sponsored applicants – 9 at 80 points and one at 85 points… so as you can see, the SC489 FAMILY-SPONSORED applicant needs to have scored 70-75 points “independently” plus the 10 points from their family-sponsor. 

On our EasyMigrate website, we have the statistics, and my ongoing analysis for the  October 2017 invitations; the November 2017 invitation round and the December 2017 round are available. January 2018 roundFebruary 2018 round, March 2018 round, April 2018 round, May 2018 Round, the two x June 2018 rounds and the 11th July 2018 invitation round are also available on our website. I estimate that the Nov 2017 to June 2018 rounds were only about 30-40% of the usual monthly track-record before October 2017, but from August 2018 the invitations are on par with the good months up to September 2017 in previous years.

Please note that these figures do not include invitations under the state-nominated subclass 190 and state-nominated “Regional” subclass 489.

For this round, most invitations (1,094) were to applicants who have 75 points. Another 453 invitations went to persons with 80 points. 107 invitations were given to applicants having 85 points. Two invitations were given to applicants with 90 points. But the BEST NEWS is that 834 applicants were invited at 70 points!

There were NO INVITES to applicants with 60 or 65 points.

For the occupations subject to pro-rata arrangements, Accountants with 80 points or more got invitations up to an EOI-date of 15-03-2018. “Auditors,” “Company Secretaries” and “Corporate Treasurers” got invited at 80 points, with a cut-off date of 14-03-2018. This is a good development because Accountants had been excluded (or dramatically reduced) since Oct-Nov 2017 invitation-rounds!

Electronics Engineers got invited at 75 points with the date of effect 19-07-2018, so they seem to have waited ONLY TWENTY-TWO DAYS IN THE QUEUE! Unfortunately, this is only for 75 point applicants; all others lost out.

Industrial, Mechanical and Production Engineers also got invited at 70 points with a date of effect 04-12-2017. The previous period was April 2018 (but for 75 points score), so this is a good development for Industrial, Mechanical and Production Engineers.

Other Engineering Professionals got invited at 75 points with the date of effect 16-05-2018. So for these occupations, the waiting in the queue has now increased because invitations have started to cover 70 point holders also! I am hoping that the number of “invitations” rises over the next few rounds. Then it will be a good sign for other engineers who are waiting at 70 points and 65 points.

ICT Professionals (Business and Systems Analysts) got invited at 75 points with the visa date of effect 07-04-2018.

ICT Professionals (Software and Application Programmers) got invited at 75 points with the visa date of effect 20-06-2018.  

ICT Professionals (Computer Network Professionals) got invited at 70 points with the visa date of effect 27-09-2017.

So for ICT professionals, there is about 1.5 to 4 month’s waiting in the queue. The good news is only for 75-point holders. Again, if the number of invitations at each round goes up for the next financial year (July 2018 – June 2019), then more ICT professionals with 70 and 65 points are likely to be invited.

Invitation process and cut offs

The highest ranked clients by points score are invited to apply for the relevant visa. For clients who have equal points scores, the time at which they reached their points score for that subclass (referred to as the date of effect) determines their order of invitation. Expressions of Interest with earlier dates of effect are invited before later dates.

SkillSelect first allocates available places to Skilled – Independent visas (subclass 189) and then the remaining to Skilled – Regional (Provisional) visas (subclass 489). If all places are taken up by subclass 189 visas, then there will be no invitations issued for subclass 489 visas in these occupations.

New Occupations added to the State Lists for Tasmania and South Australia

South Australia, as well as Tasmania Government, revised the skilled occupations list over the weekend with Tasmania and South Australia publishing their revised lists earlier today.  

South Australia: 

South Australia specifically highlighted occupations which are now seen as classed as “low availability” including: 

  • 139914            Quality Assurance Manager
  • 263113            Network Analyst
  • 411713            Family Support Worker 

Also, 29 occupations were shifted to supplementary list where special conditions include.  Examples of such occupations include: 

  • 612115            Real Estate Representative
  • 313113            Web Administrator
  • 312511            Mechanical Engineering Draftsperson
  • 312511            Mechanical Engineering Draftsperson 

South Australia continues to operate using two lists.  A supplementary skilled list contains 297 occupations which are those that have not identified as being in shortage; they are available to limited applicants who can demonstrate employment outcomes or family links to support human capital and economic objectives of South Australia’s participation in the skilled migrant program. The list is available to international graduates of South Australia; skilled migrants who are working in a skilled occupation in South Australia (minimum time periods apply); have immediate family members permanently residing in South Australia who can support their settlement whilst seeking employment; or who demonstrate strong employability qualities (based on scoring very highly on the Department of Home Affairs Points Test).

Tasmania 

Tasmania government committed to processing nomination for subclass 489/190 visas for no fee.  Also, the government confirmed there would be no nomination ceilings applicable to state nominations received from 1 July 2018 and that students with no employment offers will be able to access the Tasmanian Skilled Occupations lists which had further occupations added on 6 August 2018 including: 

131112            Sales and Marketing Manager

252712            Speech Pathologist

261111            ICT Business Analyst

Successful applicants who receive a nomination from the Tasmanian government will receive an additional 10 points for applying for a subclass 489 visa or five points when making an application for a subclass 190 visa.  The usual processing time for the Tasmanian government to issue a nomination is two to eight weeks.

For the last eight months, the Dept of Immigration (now Department of Home Affairs) had released only 305 invitations every fortnight. This level had been static since November 2017, at about 610 invitations per month.

Starting July 2018, the Dept of Home Affairs has announced that there will be ONE INVITATION ROUND per month – the “statistics” for the first one dated 11th July 2018 have just been published on the DoHA website. For the month of July 2018, 1,010 invitations have been issued. This is better than the 610 invitations being issued from Nov 2017 onwards. But still a lot less than the 2,000-odd invitations that were being issued per month prior to October 2017.

For many months the “Accountants group” of occupations were not invited at all. This is now the fourth round of invitations where DOHA has finally invited Accountants, Auditors, Company Secretaries and Corporate Treasurers! Accountants who score 85 points or more have been invited, and the cut-off date is published as 06-07-2018 which means that all “Accountant” applicants with 85 points or more who applied for their Expression of Interest (EOI)  before 06-07-2018 got invited. For the other occupations listed above, the cut-off points-score is 80 and the cut-off date is 16-02-2018 (in the last round of invitations this was 13-02-2018, so this has stayed “static”).

The total number of invitations for last financial year (July 2017 to June 2018) was 16,296.

Based on July 2018 figures, the total number of invitations for this financial year (July 2018 to June 2019) could be 12,120 which would mean a further substantial drop in Subclass 189 and Subclass 489 (Family) invitations. There may be more invitations planned for the next 11 months (July 2018 – June 2019) – let us wait and see.

This slow-down will certainly affect their statistics in the 2018-2019 financial year. So is this a deliberate attempt to slow down the “pipeline” in preparation for some dramatic changes to be announced after July/August 2018? I hope I am wrong, but I expect dramatic changes will be published August 2018 onwards!

For this latest round of invitations under the subclass 189 (Skilled Independent) visa, only 1,000 invitations were issued, at 70 points or above. Only 10 invitations were issued to SC489 Family-Sponsored applicants – 7 at 80 points and 3 at 85 points… so as you can see, the SC489 FAMILY-SPONSORED applicant needs to have scored 70-75 points “independently” plus the 10 points from their family-sponsor. 

As I have mentioned in my previous newsletters, This is a decrease of about 1850 invitations per month compared to the October 2017 invitations; it is about 700 invitations less than the November 2017 round. The statistics and commentary regarding the December 2017 round, January 2018 roundFebruary 2018 roundMarch 2018 round, April 2018 round, May 2018 Round and the two x June 2018 rounds are available on our website. I estimate that the current rounds are only about 30-40% of the usual monthly track-record before October 2017.

Please note that these figures do not include invitations under the state-nominated subclass 190 and state-nominated “Regional” subclass 489.

For this round, most invitations (572) were to applicants who have 70 points. Another 273 invitations went to persons with 75 points. 107 invitations were given to applicants having 80 points. 46 invitations were given to applicants with  85 points and 2 invitations were given to applicants with 90 points.

There were NO INVITES to applicants with 60 or 65 points.

As I have mentioned before – when the number of invitations is so low, then anomalies creep in – let me explain. I estimate that about 15% of the “invitations” usually do not get taken up (because of the applicant’s changed circumstances). These “invitations” expire after 60 days and lead to a “re-invite” in the next round of invitations (maximum two invites). When the number of invitations is reduced by DIBP to a paltry 1,000 (instead of the usual 2000-3000 per month), then these “re-invitations” tend to skew the results and give inaccurate statistics.

For the occupations subject to pro-rata arrangements, Accountants with 85 points or more got invitations up to an EOI-date of 06-07-2018. “Auditors,” “Company Secretaries” and “Corporate Treasurers” got invited at 80 points, with a cut-off date of 16-02-2018. This is a good development because Accountants had been excluded (or dramatically reduced) since Oct-Nov 2017 invitation-rounds!

I have said this before, and I think it is still relevant: Why only 305 invitations at each round? Why did this start happening from November 2017? To me, the “November 2017” date has significance because Dept of Immigration takes about eight months to process SC189 / 489-Family-Sponsored applications. It would not affect their statistics till June 2018!! But this slow-down will certainly affect their statistics in the 2018-2019 financial year. So is this a deliberate attempt to slow down the “pipeline” in preparation for some dramatic changes to be announced after July/August 2018? I hope I am wrong, but I expect dramatic changes will be published August 2018 onwards!

Once again for this latest round of invitations under the subclass 189 (Skilled Independent) visa, only 300 invitations were issued, at 75 points or above. Only five invitations were issued to SC489 Family-Sponsored applicants – 3 at 80 points and 2 at 85 points… so as you can see, the SC489 FAMILY-SPONSORED applicant needs to have scored 70-75 points “independently” plus the 10 points from their family-sponsor. 

As I have mentioned in my previous newsletter, This is a decrease of about 2250 invitations per month compared to the October 2017 invitations; it is about 1105 invitations less than the November 2017 round. The December 2017 round, January 2017 roundFebruary 2017 roundMarch 2018 round and April 2018 round and the May 2018 Round and the two x June 2018 rounds. All of these have been very low with the number of invitations, with only 610 invitations per month (305 invitations x 2 invitation-rounds each month). I estimate that the current rounds are only about 25-30% of the usual monthly track-record before October 2017.

Please note that these figures do not include invitations under the state-nominated subclass 190 and state-nominated “Regional” subclass 489.

For this round, most invitations (174) were to applicants who have 75 points. Another 74 invitations went to persons with 80 points. 49 invitations were given to applicants having 85 points. 3 invitations were given to applicants with  90 points.

There were NO INVITES to applicants with 60, 65 or 70 points.

As I have mentioned before – when the number of invitations is so low, then anomalies creep in – let me explain. I estimate that about 15% of the “invitations” usually do not get taken up (because of the applicant’s changed circumstances). These “invitations” expire after 60 days and lead to a “re-invite” in the next round of invitations (maximum two invites). When the number of invitations is reduced by DIBP to a paltry 300 (instead of the usual 2000-3000 per month), then these “re-invitations” tend to skew the results and give inaccurate statistics.

For the occupations subject to pro-rata arrangements, Accountants with 80 points or more got invitations up to an EOI-date of 03-02-2018. “Auditors,” “Company Secretaries” and “Corporate Treasurers” also got invited at 80 points, with a cut-off date of 13-02-2018. This is a good development because Accountants had been excluded (or dramatically reduced) since Oct-Nov 2017 invitation-rounds!

Electronics Engineers got invited at 75 points with the date of effect 12-06-2018, so they seem to have waited ONLY EIGHT DAYS IN THE QUEUE! Unfortunately, this is only for 75 point applicants; all others lost out.

Industrial, Mechanical and Production Engineers also got invited at 75 points with a date of effect 12-04-2018.

Other Engineering Professionals got invited at 75 points with the date of effect 12-04-2018. So for these occupations the waiting in the queue has now increased to about TEN WEEKS but only for 75-point holders! As the number of “invitations” increase over the next few rounds, this is a good sign for other engineers who are waiting at 70 points and 65 points.

ICT Professionals (Business and Systems Analysts) got invited at 75 points with visa date of effect 26-02-2018.

ICT Professionals (Software and Application Programmers) got invited at 75 points with visa date of effect 05-04-2018.  

ICT Professionals (Computer Network Professionals) got invited at 75 points with visa date of effect 01-05-2018.

So for ICT professionals, there is about 1.5 to 4 month’s waiting in the queue. The good news is only for 75-point holders. Again, if the number of invitations at each round goes up for the next financial year (July 2018 – June 2019), then more ICT professionals with 70 and 65 points are likely to be invited.

The above figures do not include invitations issued for State and Territory Government nominated visa subclasses. State and Territory Governments nominate throughout the month for specific points tested skilled migration and business innovation and investment visas.

Invitation process and cut offs

The highest ranked clients by points score are invited to apply for the relevant visa. For clients who have equal points scores, the time at which they reached their points score for that subclass (referred to as the date of effect) determines their order of invitation. Expressions of Interest with earlier dates of effect are invited before later dates.

SkillSelect first allocates available places to Skilled – Independent visas (subclass 189) and then the remaining to Skilled – Regional (Provisional) visas (subclass 489). If all places are taken up by subclass 189 visas then there will be no invitations issued for subclass 489 visas in these occupations.
