Summary

Next round is 11 April 2020. Commentary regarding that Skill Select invitation round will be published by EasyMigrate as soon as those statistics are made available by the Department of Immigration (usually one month later).

The SkillSelect EOI Invitation Round Results for September 2019  was terrible  – 100 invitations instead of 1,000 invitations in July 2019. The 11 October 2019 was much better – with 1,500 invitations! Then, the SkillSelect EOI Invitation Round Results for 11 November 2019 and 11 December 2019 rounds were very low and disappointing – only 250 invitations! 10 January 2020 and February 2020 invitations were better at 1000 invitations.

The latest SkillSelect EOI Invitation Round Result (13 March 2020) is an improvement – 1750 invitations for subclass 189 independent applicants. But only 300 invitations have been issued for the new SC491 family-sponsored applicants, compared to 500 last month.

  • 1,750 applicants for SC189 Independent with 90 points got invited (applied before 29-01-2020)
  • 300 applicants for SC489 Family Sponsored with 85 points got invited (applied before 05-02-2020)

 

In my opinion this is the same as the previous pre-November 2019 rule changes score level “invitation at 80-85 points” for subclass 189. This is because applicants now get 5 or 10 more points for spouse if spouse is skilled and/or speaks good English, if applicants DO NOT have a spouse (10 points), etc. Similarly, applicants for SC491 Family Sponsored also get 15 more points from their regionally-located family.

 

For SC189 Independent:

  • 1,311 invitations went to applicants with 90 points
  • 341 invitations went to applicants with 95 points
  • 67 invitations went to applicants with 100 points
  • 20 invitations went to applicants with 105 points
  • Approx 14 invitations went to applicants with 110 points or more.

For SC491-Family Sponsored:

  • 45 invitations went to applicants with 85 points
  • 131 invitations went to applicants with 90 points
  • 71 invitations went to applicants with 95 points
  • 44 invitations went to applicants with 100 points
  • Approx 6 invitations went to applicants with 105 points or more.

There were no invitations to persons with 80 points or less (but historically, even at 70 points, 884 persons were invited in March 2019, 848 invited in Jan 2019 and 32 invited in February 2019).

 

Occupations Analysis

The cut-off for Skilled Independent (SC189) was 90 points, cut-off date 29-01-2020.

The previous cut-off for Skilled Regional Family Sponsored (SC491) was 85 points, cut-off date 08-01-2020 in previous invitation rounds. But this time 300 SC491 Family Sponsored applicants were invited, starting at 85 points with cut-off date 05-02-2020.

The “boom” months were between September 2018 and November 2018 at 4,350 invitations per month.

In the October 2018 invitation round, 70-point holders were also invited for SC189, but not anymore. This is due to a combination of increased numbers of applications received by the Department of Immigration and reduced quota for invitations.

For pro-rata Occupations:

For Accountants, the invitation threshold stayed steady at 95 points (It had come down to 80 points in January 2019). The cut-off date is published as 19-06-2019, which means that all “Accountant” applicants with 95 points who lodged before 19-06-2019 got invited. SC491 Family Sponsored applicants (Accountants, Auditors, Company Secretaries and Corporate Treasurers) were not invited at all.

For the Auditors, Company Secretaries and Corporate Treasurers occupations, the cut-off points-score has stayed at 95, and the cut-off date is now 13-01-2020. SC491 Family Sponsored applicants were not invited at all.

Electronics Engineers did not get invited for SC189 in the September 2019 or October 2019.  In December 2019 they had been invited at 95 points or more, cut-off date was 04-06-2019. Similar to the last round, Electronics Engineers have been invited a 90 points, cut-off date is 29-01-2020. SC491 Family Sponsored applicants were invited for Electronic Engineer occupation at 85 points, cut-off date 15-01-2020.

Historical Analysis

The number of monthly invitations used to hover around the “two thousand-plus” around 2017 good months.  They went lower between November 2017 to June 2018 at about 305 “SkillSelect” invitations per fortnight for the EOI applicants! 

From July 2018 the invitations were on par with the good months in previous year (2017).

The two rounds of October 2018 and November 2018 EXCEEDED our expectations at 4,340 invitations.  

But the December 2018 round and January 2019  halved to 2,500 invitations. February 2019,  March 2019  were FURTHER REDUCED to 1,500 invitations, and April 2019 plus May 2019 plus June 2019 invitations were a disappointing 100 invitations only. 

July 2019 invitations had bounced back to 1,000 invitations. But August 2019 and September 2019 had fallen back to just 100 invitations! October 2019 invitations looked much better at 1,500 invitations. But November 2019 round was very poor at 250 invitations. The December 2019 was not much better – 250 invitations for SC189 and 200 invitations for SC491-Family-Sponsored. The January 2020 and February 2020 invitations were better with 1,000 SC190 invitations and 300 to 500 SC491-Family-Sponsored invitations. The current round under review (13 March 2020) was much better at 1750 invitations for SC189 but 300 invitations for SC491 Family Sponsored.

The total number of invitations for the financial year (July 2018 to June 2019) was 22,920.

Based on July 2018,  August 2018September 2018,  October 2018November 2018 December 2018  January 2019  February 2019 March 2019April 2019 and May 2019 figures, I had forecast in my previous articles that the total number of EOI applicants invited for the financial year July 2018 to June 2019 would be  22,820 – my estimate was very close because the FINAL COUNT SkillSelect Invitation Round Results was 22,920!

 

Cyrus Mistry Comments:

Recent developments around the word regarding the Coronavirus is likely tyo have some effect on Dept of Immigration managers. As the “migration program” especially in the GSM and State-Nominated subclasses are “long term” processes taking 12-24 months to be finalised, we hope that the DoHA management keeps these subclasses ongoing and auaffected.

The effect of “re-invitation” continues to plague the SkillSelect invitations program. In my previous articles, I had mentioned about the impact of “re-invitation”. Many applicants have changed to other countries or changed their plans but have not removed their Expressions of Interest (EOI). So they get invited, but they do not apply within the next 60 days. These applicants usually get “re-invited” as per the Dept of Immigration rules one more time! I estimate this figure to be as high as 30-40% in many occupations. This severely affects the program. For example, out of the 1,000-odd invitations in January 2020 only about 600-800 may take it up, 200-400 “invites” are wasted! This is something that the Department of Home Affairs has not been able to tackle yet.

Please keep in mind that for the SC491 FAMILY-SPONSORED visa, the applicant needs to have scored 70 points “independently” plus the 15 points from their family-sponsor (if invitations are starting at 85 points). From 16 November 2019 onwards the new Subclass 491 Regional Family-Sponsored visa has come into effect, replacing the SC489.

Invitation process and cut offs

The highest ranked clients by points score are invited to apply for the relevant visa. For clients who have equal points scores, the time at which they reached their points score for that subclass (referred to as the date of effect) determines their order of invitation. Expressions of Interest with earlier dates of effect are invited before later dates.

Due to high levels of demand, and in keeping with previous years, the below occupation groups will be subject to pro rata arrangements to ensure availability of invitations across the program year.

SkillSelect first allocates available places to Skilled – Independent visas (subclass 189) and then the remaining to Skilled Work Regional (Provisional) visa (subclass 491) – Family Sponsored . If all places are taken up by subclass 189 visas then there will be no invitations issued for subclass 491 visas in these occupations.

If you submitted a Canberra Matrix on or before 31 December 2019, your Matrix score for a nominated occupation is valid for six months.

Invitation rounds for Skilled Independent visa (subclass 189) and Skilled Regional (provisional) visa (subclass 489) visas will be run once a month.

Who are these results for:

  1. Skill Select EOI Invitation Round is for people who lodged an Expression of Interest (EOI)

  3. The two GSM visa subclasses are 189 (Skilled Independent) (Australian Permanent visa) and subclass 489 (Skilled Family Sponsored) (Australian Provisional visa).

The last invitation round (11 September 2019)  was terrible  – 100 invitations instead of 1,000 invitations in July 2019. But the last round (11 October 2019) was much better – with 1,500 invitations!

The exact number of invitations on  11th  October 2019

1,500 invitations in the Skilled Independent subclass 189 and zero in the Family-Sponsored Subclass 489.

For this round, no invitations went to applicants who have 75 points or less.

  • 318 invitations went to applicants with 80 points.
  • 992 invitations went to applicants with 85 points.
  • 149 invitations were given to applicants having 90 points.
  • 38 invitations were given to persons with 95 points. 

There were no invitations to persons with 70 points (compared to 884 in March 2019, 848 in Jan 2019 and 32 in February 2019). There were no invitations to persons with 75 points either.

Occupations Analysis

The cut-off for Skilled Independent (SC189) was 85 points, cut-off date 04-06-2019.

The previous cut-off for Skilled Family Sponsored (SC489) was 85 points, cut-off date 15-08-2019 in last invitation round. But this time none of the SC489 Family Sponsored applicants were invited.

In the October 2018 invitation round, 70-point holders were also invited for SC189, but not anymore. This is due to an increase in the number of applications received by the Department of Immigration and reduced number of invitations.

For the nineteenth round of invitations, DoHA has been inviting Accountants, Auditors, Company Secretaries and Corporate Treasurers! For Accountants, the invitation threshold has DROPPED to 90 points as compared to the previous round of 11 September 2019 (It had come down to 80 points in January 2019). The cut-off date is published as 06-09-2019, which means that all “Accountant” applicants with 90 points who lodged before 06-09-2019 got invited.

For the Auditors, Company Secretaries and Corporate Treasurers occupations listed above, the cut-off points-score has remained steady at 85, and the cut-off date is 12-04-2019.

Electronics Engineers did not get invited for SC189 in the last round but this time they have been invited at 80 points or more, cut-off date 04-06-2019.

For Industrial, Mechanical and Production Engineers – new invitations stop at 80 points, with cut-off date 11-12-2018.This result is a lot better than last month – when invitations had stopped at 95 points!

(Industrial, Mechanical and Production Engineers were previously invited in November 2018 at 70 points)

Other Engineering Professionals also got the invitation-score dropped from 95 points to 80 points! The date of effect is 03-04-2019.

However, Engineering Professionals AND applicants in all other occupations who had a FAMILY SPONSOR (SC489) did not get invited at all. 

For ICT Business and Systems Analysts – the SC189 invitation threshold has dropped from 85 points to 80 points with the visa date of effect 20-03-2019.

Software and Application Programmers – for SC189 the pass mark dropped from 85 points to 80 points; the cut-off date is now 09-04-2019.  

Computer Network Professionals – SC189 applicants got invited at 80 points with the visa date of effect 20-05-2019 – This dropped from 85 to 80 points.

If the number of invitations goes up in future general skilled migration program invitations, then more occupations with 75 and 70 points are likely to be invited. With the quota having re-set on 1st July 2019 (financial year-end), I expect to see a SUBSTANTIAL increase in the number of invitations in the next few invitation rounds. But from December 2019 round onwards the new Subclass 491 visa (Regional Family Sponsored) may also come under the Expression of Interest scheme so there will be fluctuations and variations. The new SC 491 visa replaces the “old” SC489 visa on 16th November 2019.

Please note that the EOI date resets each time an applicant does an “upgrade” or change — for example, additional points for age, extra points for work-experience, successful NAATI test, etc.

Overall, the Australia Government has announced that the quota for general skilled migration is to be reduced from 190,000 to 160,000. This will also affect applicants in future.

Recent announcements by the Department of Home Affairs (DoHA) point to a further slow-down in the number of “general skilled migration” (GSM) invitations.

The effect of “re-invitation” continues to plague the SkillSelect invitations program. In my previous articles, I had mentioned about the impact of “re-invitation”. Many applicants have moved on to other countries or changed their plans but have not removed their Expressions of Interest (EOI). So they get invited, but they do not apply within the next 60 days. These applicants usually get “re-invited” as per the Dept of Immigration rules one more time! I estimate this figure to be as high as 30-40% in many occupations. This severely affects the program. For example, out of the 1,500-odd invitations in March 2019 only about 900-1000 may get taken up! This is something that the Department of Home Affairs has not been able to tackle yet.

This time, no invitations were issued to SC489 Family-Sponsored applicants –Please keep in mind that for the SC489 FAMILY-SPONSORED visa, the applicant needs to have scored 75 points “independently” plus the 10 points from their family-sponsor. From December 2019 onwards the new Subclass 491 Regional Family-Sponsored visa will come into effect, replacing the SC489. New legislation is expected to give 15 points (instead of 10) to these SC491 Regional Family Sponsored applicants.

The table below shows the number of invitations issued in the SkillSelect invitation round on 11 October 2019.

No invitations are being issued for Skilled Regional (Provisional) visa (subclass 489), due to the introduction of the Skilled Work Regional (Provisional) (subclass 491) visa on 16 November 2019.

Invitation process and cut offs

The highest ranked clients by points score are invited to apply for the relevant visa. For clients who have equal points scores, the time at which they reached their points score for that subclass (referred to as the date of effect) determines their order of invitation. Expressions of Interest with earlier dates of effect are invited before later dates.

Due to high levels of demand, and in keeping with previous years, the below occupation groups will be subject to pro rata arrangements to ensure availability of invitations across the program year.

SkillSelect first allocates available places to Skilled – Independent visas (subclass 189) and then the remaining to Skilled – Regional (Provisional) visas (subclass 489). If all places are taken up by subclass 189 visas then there will be no invitations issued for subclass 489 visas in these occupations.

The Department of  Home Affairs (DoHA) has released the statistical analysis of the  11th September 2019 “Skill Select EOI Invitation Round” results. 

Who are these results for:

1. Skill Select EOI Invitation Round is for people who lodged an Expression of Interest (EOI)

2. Submitted EOI’s must be for the General Skilled Migration or “GSM” stream of visa subclasses

3. The two GSM visa subclasses are 189 (Skilled Independent) (Australian Permanent visa) and subclass 489 (Skilled Family Sponsored) (Australian Provisional visa).

Broad Overview:

New SkillSelect EOI Invitation Round news: From 1 July 2018 the “pass mark” has been increased from 60 to 65 points. New applicants can lodge their Expression Of Interest (EOI) with 65 points or more. Other applicants who submitted their EOI before 30 June 2018 with 60 points will continue to stay in the queue.

New SkillSelect EOI Invitation Round news: The Department of Home Affairs has announced that there will be only ONE ROUND OF SKILL SELECT INVITATIONS PER MONTH. These results generally are released around the eleventh of the month.

Our Recommendation: Most applicants with 60 or 65 points are not getting invited at all since the last 18 months or so. Many 70-pointers are also not getting invitations for a long time.

SOLUTION: apply for state-nominations also, in parallel. We have many clients who were waiting for more than a year, so we do a file-review and recommend a suitable state-nomination option. Many of them get invited for permanent residency WITHIN 2 to 3 MONTHS!

Summary:

Next round is 11 October 2019. Commentary regarding that Skill Select invitation round will be published by EasyMigrate as soon as those statistics are made available to the public by the Department of Immigration (usually one month later).

Same as the last invitation round (11 August 2019) this current Round was terrible  – 100 invitations instead of 1000 invitations in July 2019! Compare this to 4,350 invitations per month during the “boom” months that we had between September 2018 and November 2018.

The exact number of invitations on  11th  September 2019100 invitations in the Skilled Independent subclass 189 and 100 in the Family-Sponsored Subclass 489.

For this round, zero invitations went to applicants who have 80 points or less.

One 39 invitations went to applicants with 85 points.

Nineteen invitations were given to applicants having 90 points.

Fortyone invitations were given to persons with 95 points or more. 

There were no invitations to persons with 70 points (compared to 884 in March 2019, 848 in Jan 2019 and 32 in February 2019). There were no invitations to persons with 75 points or 80 points either.

Occupations Analysis:

The cut-off for Skilled Independent (SC189) was 85 points, cut-off date 03-08-2019.

The cut-off for Skilled Family Sponsored (SC489) was 85 points, cut-off date 15-08-2019.

For the eighteenth round of invitations, DoHA has been inviting Accountants, Auditors, Company Secretaries and Corporate Treasurers! For Accountants, the invitation threshold has increased to 95 points as compared to the previous round of 11 August 2019 (It had come down to 80 points in January 2019). The cut-off date is published as 05-09-2019, which means that all “Accountant” applicants with 95 points who lodged before 05-09-2019 got invited. For the Auditors, Company Secretaries and Corporate Treasurers occupations listed above, the cut-off points-score has remained steady at 85, and the cut-off date is 03-08-2018.

Electronics Engineers did not get invited for SC189. However, Electronic Engineers who had a FAMILY SPONSOR (SC489) got invited at 85 points with the date of effect 28-05-2019. In the October 2018 invitation round, 70-point holders were also invited for SC189, but not anymore. This is due to an increase in the number of applications received by the Department of Immigration and reduced number of invitations.

Industrial, Mechanical and Production Engineers were previously invited (in November 2018) at 70 points with a date of effect 04-02-2019. But new invitations stop at 95 points, with cut-off date 10-09-2019.

Other Engineering Professionals got the invitation-score raised to 95 points! The date of effect is 27-08-2019. However, Engineering Professionals who had a FAMILY SPONSOR (SC489) got invited at 85 points with a cut-off date 03-06-2018 

For ICT Business and Systems Analysts – the SC189 invitation threshold has stayed at 85 points with the visa date of effect 08-07-2019. However, ICT Business and Systems Analysts who had a FAMILY SPONSOR (SC489) got invited at 90 points, with cut-off date 23-08-2019.

ICT Professionals (Software and Application Programmers) – for SC189 the pass mark is still 85 points; the cut-off date is now 03-08-2019. However, ICT Software and Application Programmers who had a FAMILY SPONSOR (SC489) got invited at 85 points, with cut-off date 05-07-2019.  

ICT Professionals (Computer Network Professionals) SC189 applicants got invited at 85 points with the visa date of effect 10-07-2019 – This went up from 80 to 85 points. However, Computer Network Professionals who had a FAMILY SPONSOR (SC489) got invited at 85 points, with cut-off date 13-08-2019..

If the number of invitations goes up in future general skilled migration program invitations, then more occupations with 80, 75 and 70 points are likely to be invited. With the quota re-setting on 1st July 2019 (financial year-end), I expect to see a SUBSTANTIAL increase in the number of invitations in the next few invitation rounds.

Please note that the EOI date resets each time an applicant does an “upgrade” or change — for example, additional points for age, extra points for work-experience, successful NAATI test, etc.

Overall, the Australia Government has announced that the quote for general skilled migration is to be reduced from 190,000 to 160,000. This will affect applicants in future.

Historical Analysis:

The number of monthly invitations used to hover around the “two thousand-plus” mark for last few months and were even lower between November 2017 and June 2018 at about 305 “SkillSelect” invitations per fortnight for the EOI applicants! 

For July 2018, 1,010 invitations had been issued to persons who had lodged their Expression of Interest (EOI). This was better than the 610 invitations being issued from Nov 2017 onwards until June 2018. But still a lot less than the 2,000-odd invitations that were being issued per month before October 2017. Until January 2019 the number of invitations was regularly above the two-thousand mark. In the 11 August 2018, AND the 11 September 2018 SkillSelect results were above the two-thousand mark – then jumped up to 4,340 invitations on 11 October 2018 and 11 November 2018 invitations. December 2018 and January 2019 invitation-rounds have seen a drop-back to the 2,000+ levels and reduced further since February 2019,  March-2019 and April 2019  and subsequent invitation-rounds.

The total number of invitations for the last financial year (July 2017 to June 2018) was 22,920.

Comment: from July 2018 the invitations are on par with the good months up to September 2017 in previous years, and the two rounds of October 2018 and November 2018 EXCEEDED our expectations.  But the December 2018 round and January 2019 has halved to 2,500 invitations. Now February 2019,  March 2019  are FURTHER REDUCED to 1,500 invitations, and April 2019 plus May 2019 plus June 2019 invitations are a disappointing 100 invitations only. July 2019 had bounced back to 1,000 invitations. But August 2019 and September 2019 has fallen back to just 100 invitations!

Please note that these figures do not include invitations under the state-nominated subclass 190 and state-nominated “Regional” subclass 489.

My analysis is that the “quota” for the year 2018-2019 has been reset. The Department of Immigration is adjusting the figures to allow for a realistic “phased” level of invitations between July 2019 and June 2020 (financial year)

For this round, 775 invitations were to applicants who have 80 points.

One hundred thirty invitations went to applicants with 85 points.

Eighty invitations were given to applicants having 90 points.

Fifteen invitations were given to persons with 95 points or more. 

There were no invitations to persons with 70 points (compared to 884 in March 2019, 848 in Jan 2019 and 32 in February 2019).

This time, there were NO INVITES to applicants with 75 points too, but invitations re-commenced at 80 points.

Occupations Analysis:

The cut-off for Skilled Independent (SC189) was 80 points, cut-off date 13-05-2019.

The cut-off for Skilled Family Sponsored (SC489) was 85 points, cut-off date 05-01-2019.

For the sixteenth round of invitations, DoHA has re-commenced inviting Accountants, Auditors, Company Secretaries and Corporate Treasurers! For Accountants, the invitation threshold has dropped to 85 points as compared to the previous round of 11 June 2019 (It had come down to 80 points in January 2019). The cut-off date e is published as 14-12-2018, which means that all “Accountant” applicants with 85 points who lodged before 14-12-2018 got invited. For the other occupations listed above, the cut-off points-score has also dropped to 85, and the cut-off date is 09-03-2019.

Comment: from July 2018 the invitations are on par with the good months up to September 2017 in previous years, and the two rounds of October 2018 and November 2018 EXCEEDED our expectations.  But the December 2018 round and January 2019 has halved to 2,500 invitations. Now February 2019,  March 2019  are FURTHER REDUCED to 1,500 invitations, and April 2019 plus May 2019 plus June 2019invitations are a disappointing 100 invitations only. July 2019 has bounced back to 1,000 invitations.

Please note that these figures do not include invitations under the state-nominated subclass 190 and state-nominated “Regional” subclass 489.

SkillSelect EOI Invitation Round Results for 9th May 2019

The Department of  Home Affairs (DoHA) has released the statistical analysis of the 9th May 2019 “Skill Select EOI Invitation Round” results. This is for persons who lodged Expressions of Interest (EOI) for the General Skilled Migration or “GSM” visa subclass 189 (Skilled Independent) (Australian Permanent visa) and subclass 489 (Skilled Family Sponsored) (Australian Provisional visa).

Broad Overview:

New SkillSelect EOI Invitation Round news: From 1 July 2018 the “pass mark” has been increased from 60 to 65 points. New applicants can lodge their Expression Of Interest (EOI) with 65 points or more. Other applicants who submitted their EOI before 30 June 2018 with 60 points will continue to stay in the queue.

New SkillSelect EOI Invitation Round news: Department of Immigration (now DoHA) has announced that from Financial Year 2018-2019 there will be only ONE ROUND OF SKILL SELECT INVITATIONS PER MONTH – usually around the eleventh of the month.

Our Recommendation: Most applicants with 60 or 65 points are not getting invited at all since the last 18 months or so. Many 70-pointers are also not getting invitations for a long time.

SOLUTION: apply for state-nominations also, in parallel. We have many clients who were waiting for a more than a year, so we did a file-review and recommended a suitable state-nomination option. Many of them got invited for permanent residency WITHIN 2 to 3 MONTHS!

Summary:

Next round will be 11 June 2019. Commentary regarding that Skill Select invitation round will be published by EasyMigrate as soon as those statistics are made available to the public by the Department of Immigration.

Compared to the last invitation round (11 April 2019) this current Round was a repeat of the same disappointment – only 100 invitations! Compare this to 4,350 invitations per month during the “boom” months that we had between September 2018 and November 2018.

The exact number of invitations on 11th April 2019: 100 invitations in the Skilled Independent SC189 subclass and 10 in the Family-Sponsored Subclass 489. As before, my analysis is that the “quota” for the year 2018-2019 is running out and the Department of Immigration is adjusting the figures to keep the final year count within the recently announced “reductions”.

For this round, 36 were to applicants who have 80 points.

Thirty-seven invitations were given to applicants having 85 points.

Twenty-seven invitations were given to persons with 90 points or more. 

There were no invitations to persons with 70 points (compared to 884 in March 2019, 848 in Jan 2019 and 32 in February 2019).

This time, there were NO INVITES to applicants with 75 points either.

Occupations Analysis:

The cut-off for Skilled Independent (SC189) was 80 points, cut-off date 22-03-2019.

The cut-off for Skilled Family Sponsored (SC489) was 85 points, cut-off date 28-04-2019.

This is now the fourteenth round of invitations where DoHA has re-commenced inviting Accountants, Auditors, Company Secretaries and Corporate Treasurers! For Accountants, the invitation threshold has gone up to 90 points as compared to the previous round of 11 March 2019 (It had come down to 80 points in January 2019). The cut-off date is published as 01-05-2019, which means that all “Accountant” applicants with 90 points! For the other occupations listed above, the cut-off points-score has gone up to 85, and the cut-off date is 28-12-2018 (in the last round of invitations this was 14-0807-2018).

Electronics Engineers got invited at 85 points with the date of effect 02-05-2019. In the October 2018 invitation round, 70-point holders were also invited, but not anymore. So this is due to a combination of factors: an increase in the number of applications received by the Department of Immigration and reduced number of invitations.

Industrial, Mechanical and Production Engineers were previously invited at 70 points with a date of effect 04-02-2019. But new invitations stop at 80 points, with cut-off date 22-03-2019.

Other Engineering Professionals got invited at 80 points with the date of effect 18-01-2019.  

ICT Professionals (Business and Systems Analysts) got invited at 85 points with the visa date of effect 03-05-2019.

ICT Professionals (Software and Application Programmers) – the pass mark had previously remained steady at 75 points with the visa date of effect 13-02-2019. Unfortunately, the pass mark has gone up to 80 points from 11 April 2019; the cut-off date is now 10-02-2019.  

ICT Professionals (Computer Network Professionals) got invited at 80 points with the visa date of effect 20-03-2019 – this moved forward by one week.

So for most ICT professionals, there is now a substantial waiting in the queue for their Expression of Interest to be converted into an “invite”.

If the number of invitations goes up in future general skilled migration program invitations, then more occupations with 70 and 65 points are likely to be invited. But I do not think that is likely to happen in the immediate future.

Please note that the EOI date resets each time an applicant does an “upgrade” or change, e.g. additional points for age, extra points for work-experience, successful NAATI test, etc.

In my earlier articles, I was hoping that the number of “invitations” rises over the next few rounds – BUT I WAS WONG. IT HAS REDUCED DRASTICALLY for this month compared to “boom” months! This is not a good sign for all occupations who are waiting at 70 points and 65 points. This may be a slowdown due to financial-year adjustments – based on the July2018-June2019 quota.

Historical Analysis:

The number of monthly invitations used to hover around the “two thousand-plus” mark for last few months and were even lower between November 2017 and June 2018 at about 305 “SkillSelect” invitations per fortnight for the EOI applicants! 

For July 2018, 1,010 invitations had been issued to persons who had lodged their Expression of Interest (EOI). This was better than the 610 invitations being issued from Nov 2017 onwards until June 2018. But still a lot less than the 2,000-odd invitations that were being issued per month before October 2017. Until January 2019 the number of invitations was regularly above the two-thousand mark. In the 11 August 2018, AND the 11 September 2018 SkillSelect results were above the two-thousand mark – then jumped up to 4,340 invitations on 11 October 2018 and 11 November 2018 invitations. December 2018 and January 2019 invitation-rounds have seen a drop-back to the 2,000+ levels and reduced further since February 2019March-2019 and April 2019 invitation-rounds.

The total number of invitations for the last financial year (July 2017 to June 2018) was 16,296.

Based on July 2018,  August 2018September 2018,  October 2018November 2018,  December 2018  January 2019  February 2019 March 2019April 2019 and May 2019 figures, the total number of EOI applicants invited for this financial year (July 2018 to May 2019) Has been 22,820 per year.

To arrive at the end-of-year figures, we use the formula (22,820 divided by 11 multiply by 12) = approx. 24,900 per year, which would still mean a small increase in Subclass 189 and Subclass 489 (Family) invitations compared to the previous financial year 2017-2018. 

But recent announcements by the Department of Home Affairs (DoHA) point to a further slow-down in the number of “general skilled migration” (GSM) invitations.

The effect of “re-invitation” continues to plague the SkillSelect invitations program. In my previous articles, I had mentioned about the impact of “re-invitation”. Many applicants have moved on to other countries or changed their plans but have not removed their Expressions of Interest (EOI). So they get invited, but they do not apply within the next 60 days. These applicants usually get “re-invited” as per the Dept of Immigration rules one more time! I estimate this figure to be as high as 30-40% in many occupations. This severely affects the program. For example, out of the 1,500-odd invitations in March 2019 only about 900-1000 get taken up! This is something that the Department of Home Affairs has not been able to tackle yet.

For this latest round of invitations under the subclass 189 (Skilled Independent) visa, only 100 invitations were issued, at 80 points or above. Only ten invitations were issued to SC489 Family-Sponsored applicants –at 85 points or above… so as you can see, the SC489 FAMILY-SPONSORED applicant needs to have scored 75 points “independently” plus the 10 points from their family-sponsor. 

On our EasyMigrate website, we have the statistics. I estimate that the Nov 2017 to June 2018 rounds were only about 30-40% of the usual monthly track-record before October 2017, but from July 2018 the invitations are on par with the good months up to September 2017 in previous years, and the two rounds of October 2018 and November 2018 EXCEEDED our expectations.  But the December 2018round and January 2019 has halved to 2,500 invitations. Now February 2019March 2019  are FURTHER REDUCED to 1,500 invitations, and April 2019, May 2019 invitations are a disappointing 100 invitations only.

The Department of  Home Affairs (DoHA) has released the analysis of the 6th June 2018 “Skill Select” invitation results (Expressions of Interest – EOI) for the visa subclass 189 (Skilled Independent) and 489 (Skilled Family Sponsored). Broad Overview:

Breaking news: Department of Immigration (now DoHA) has announced that from 1 July 2018 the “pass mark” has been increased from 60 to 65 points. New invitations will only go to applicants with 65 points or more.

For the last seven months, the Dept of Immigration (now Department of Home Affairs) has once again released only 305 invitations. This level has been static since November 2017! After many months of harsh policy where no Accountants were invited, this is the second round of invitations where DOHA has finally invited Accountants, Auditors, Company Secretaries and Corporate Treasurers! Accountants who score 80 points or more have been invited, and the cut-off date is published as 31-01-2018 which means that all “Accountant” applicants with 80 points or more who applied for their Expression of Interest (EOI)  before 31-01-2018 got invited. For the other occupations listed above, the cut-off date is 13-02-2018 (in the last round of invitations this was 12-02-2018, so it has “inched” forward by only one day!).

The total number of invitations for this financial year (July 2017 to June 2018) has been 15,991. I was hoping for a substantial increase in the number of invitations for this fiscal year (July 2017 – June 2018) … but I have not seen this happen. There may be more invitations planned for next financial year (July 2018 – June 2019) – let us wait and see.

I have said this before, and I think it is still relevant: Why only 305 invitations at each round? Why did this start happening from November 2017? To me, the “November 2017” date has significance because Dept of Immigration takes about eight months to process SC189 / 489-Family-Sponsored applications so it would not affect their statistics till June 2018!! But this slow-down will certainly affect their statistics in the 2018-2019 financial year. So is this a deliberate attempt to slow-down the “pipeline” in preparation for some dramatic changes to be announced in July 2018? I hope I am wrong, but I expect dramatic changes will be published in July 2018!

Once again for this latest round of invitations under the subclass 189 (Skilled Independent) visa, only 300 invitations were issued, at 75 points or above. Only five invitations were issued to SC489 Family-Sponsored applicants – 3 at 80 points and 2 at 85 points… so as you can see, the SC489 FAMILY-SPONSORED applicant needs to have scored 70-75 points “independently” plus the 10 points from their family-sponsor. 

As I have mentioned in my previous newsletter, This is a decrease of about 2250 invitations per month compared to the October 2017 invitations; it is about 1105 invitations less than the November 2017 round. The December 2017 round, January 2017 roundFebruary 2017 roundMarch 2018 round and April 2018 round and the May 2018 Round. All of these have been very low with the number of invitations, with only 610 invitations per month (305 invitations x 2 invitation-rounds each month). I estimate that the current rounds are only about 25-30% of the usual monthly track-record before October 2017.

Please note that these figures do not include invitations under the state-nominated subclass 190 and state-nominated “Regional” subclass 489.

For this round, most invitations (172) were to applicants who have 75 points. Another 100 invitations went to persons with 80 points. 28 invitations were given to applicants having 85 points. In this invitation round, no one scored 90-95 points.

There were NO INVITES to applicants with 60, 65 or 70 points.

As I have mentioned before – when the number of invitations is so low, then anomalies creep in – let me explain. I estimate that about 15% of the “invitations” usually do not get taken up (because of the applicant’s changed circumstances). These “invitations” expire after 60 days and lead to a “re-invite” in the next round of invitations (maximum two invites). When the number of invitations is reduced by DIBP to a paltry 300 (instead of the usual 2000-3000 per month), then these “re-invitation” tend to skew the results and give inaccurate statistics.

For the occupations subject to pro-rata arrangements, Accountants with 80 points or more got invitations up to an EOI-date of 31-01-2018. “Auditors,” “Company Secretaries” and “Corporate Treasurers” also got invited at 80 points, with a cut-off date of 13-02-2018. This is a good development because Accountants had been excluded (or dramatically reduced) since Oct-Nov 2017 invitation-rounds!

Electronics Engineers got invited at 75 points with the date of effect 30-05-2018, so they seem to have waited ONLY ONE WEEK IN THE QUEUE! Unfortunately, this is only for 75 point applicants; all others lost out.

Industrial, Mechanical and Production Engineers also got invited at 75 points with a date of effect 30-05-2018.

Other Engineering Professionals got invited at 75 points with the date of effect 11-04-2018. The new date 11-04-2018 is quite significant – waiting in the queue is now about SEVEN WEEKS but only for 75-point holders! As the number of “invitations” increase over the next few rounds, this is a good sign for other engineers who are waiting at 70 points and 65 points.

ICT Professionals (Business and Systems Analysts) got invited at 75 points with visa date of effect 20-02-2018.

ICT Professionals (Software and Application Programmers) got invited at 75 points with visa date of effect 28-03-2018 – this date has hardly changed since the last invitation-round.

ICT Professionals (Computer Network Professionals) got invited at 75 points with visa date of effect 24-04-2018.

So for ICT professionals, there is about 1.5 to 4 month’s waiting in the queue. The good news is only for 75-point holders. Again, if the number of invitations at each round goes up for the next financial year (July 2018 – June 2019), then more ICT professionals with 70 and 65 points are likely to be invited.

Skill Select EOI Invitation Results for May 23rd, 2018

The Department of  Home Affairs (DoHA) has released the analysis of the 23rd May 2018 “Skill Select” invitation results (Expressions of Interest – EOI) for the visa subclass 189 (Skilled Independent) and 489 (Skilled Family Sponsored). EasyMigrate’s Principal Migration Consultant Mr Cyrus Misty has reviewed these results:

Broad Overview: Once again the Dept of Immigration (now Department of Home Affairs) has released only 305 invitations which is the same as the invitation-rounds since November 2017! After many months of harsh policy where no Accountants were being invited, DOHA has finally invited Accountants, Auditors, Company Secretaries and Corporate Treasurers in this latest round of invitations! Accountants who score 80 points or more have been invited and the cut-off date is published as 17-01-2018 which means that all “Accountant” applicants with 80 points or more who applied for their Expression of Interest (EOI)  before 17-01-2018 got invited. For the other occupations listed above, the cut-off date is 12-02-2018.

The total number of invitations for this financial year (July 2017 to May 2018) has been 15,686. I was hoping for a substantial increase in the number of invitations for this fiscal year (July 2017 – June 2018) … but I am beginning to lose hope. There may be more invitations planned for next financial year (July 2018 – June 2019) – let us wait and see.

I have made the above “optimistic” statement, but my thoughts and fears are as follows: Why only 305 invitations at each round? Why did this start happening from November 2017? To me, the “November 2017” date has significance because Dept of Immigration takes about eight months to process SC189 / 489-Family-Sponsored applications so it would not affect their statistics till June 2018!! But this slow-down will certainly affect their statistics in the 2018-2019 financial year. So is this a deliberate attempt to slow-down the “pipeline” in preparation for some dramatic changes to be announced in July 2018? I hope I am wrong, but I expect dramatic changes will be published in July 2018!

Once again for this latest round of invitations under the subclass 189 (Skilled Independent) visa, only 300 invitations were issued, at 75 points or above. Only five invitations were issued to SC489 Family-Sponsored applicants – 4 at 80 points and one at 85 points… so as you can see, the SC489 FAMILY-SPONSORED applicant needs to have scored 70-75 points “independently” plus the 10 points from their family-sponsor. 

As I have mentioned in my previous newsletter, This is a decrease of about 2250 invitations per month compared to the October 2017 invitations; it is about 1105 invitations less than the November 2017 round. The December 2017 round, January 2017 roundFebruary 2017 roundMarch 2018 round and April 2018 round. All of these have been very low with the number of invitations, with only 610 invitations per month (305 invitations x 2 invitation-rounds each month). I estimate that the current rounds are only at about 25-30% of the usual monthly track-record before October 2017.

Please note that these figures do not include invitations under the state-nominated subclass 190 and state-nominated “Regional” subclass 489.

For this round, most invitations (192) were to applicants who have 75 points. Another 95 invitations went to persons with 80 points. 11 invitations were given to applicants having 85 points. Two invites went to persons with 90-95 points.

There were NO INVITES to applicants with 60, 65 or 70 points.

As I have mentioned before – when the number of invitations is so low, then anomalies creep in – let me explain. My estimate is that about 15% of the “invitations” usually do not get taken up (because of the applicant’s changed circumstances). These “invitations” expire after 60 days and lead to a “re-invite” in the next round of invitations (maximum two invites). When the number of invitations is reduced by DIBP to a paltry 300 (instead of the usual 2000-3000 per month) then these “re-invitation” tend to skew the results and give inaccurate statistics.

For the occupations subject to pro-rata arrangements, Accountants with 80 points or more got invitations up to an EOI-date of 17-01-2018.  “Auditors”, “Company Secretaries” and “Corporate Treasurers” also got invited at 80 points, with a cut-off date of 12-02-2018. This is a good development because Accountants had been excluded (or dramatically reduced) since Oct-Nov 2017 invitation-rounds!

Electronics Engineers got invited at 75 points with the date of effect 17-05-2018, so they seem to have waited ONLY ONE WEEK IN THE QUEUE! Unfortunately, this is only for 75 point applicants; all others lost out.

Industrial, Mechanical and Production Engineers got invited at 75 points with a date of effect 16-05-2018.

Other Engineering Professionals got invited at 75 points with the date of effect 03-04-2018. The new date 03-04-2018 is quite significant – waiting in the queue is down to SIX WEEKS but only for 75-point holders! As the number of “invitations” increase over the next few rounds, this is a good sign for other engineers who are waiting at 70 points and 65 points.

ICT Professionals (Business and Systems Analysts) got invited at 75 points with visa date of effect 18-02-2018.

ICT Professionals (Software and Application Programmers) got invited at 75 points with visa date of effect 26-03-2018.

ICT Professionals (Computer Network Professionals) got invited at 75 points with visa date of effect 18-04-2018.

So for ICT professionals, there is about 1 to 3 month’s waiting in the queue. The good news is only for 75-point holders. Again, if the number of invitations at each round goes up for the next financial year (July 2018 – June 2019) then more ICT professionals with 70, 65 and 60 points are likely to be invited.

Invitation process and cut off

The highest ranked clients by points score are invited to apply for the relevant visa. For clients who have equal points scores, the time at which they reached their points score for that subclass (referred to as the date of effect) determines their order of invitation. Expressions of Interest with earlier dates of effect are invited before later dates.

SkillSelect first allocates available places to Skilled – Independent visas (subclass 189) and then the remaining to Skilled – Regional (Provisional) visas (subclass 489). If all places are taken up by subclass 189 visas, then there will be no invitations issued for subclass 489 visas in these occupations.

On 7th May 2018, the Department of  Home Affairs has released the analysis of the 4th April 2018 “Skill Select” invitation results (Expressions of Interest – EOI) for the visa subclass 189 (Skilled Independent) and 489 (Skilled Family Sponsored). EasyMigrate’s Principal Migration Consultant Mr Cyrus Misty has reviewed these results:

Once again, not a single “Accountant” was invited! The total number of invitations for this financial year (July to April 2018) has been 14,771 so I am hoping that in the remaining financial year (May-June 2018) it is likely that there will be some increase in the number of invitations provided by the Department of Immigration… but I am beginning to lose hope.

Why only 305 invitations at each round? Why did this start happening from November 2017? To me, the “November 2017” date has significance because Dept of Immigration takes about 8 months to process SC189 / 489-Family-Sponsored applications so it would not affect their statistics till June 2018!! But this slow-down will certainly affect their statistics in the 2018-2019 financial year. So is this a deliberate attempt to slow-down the “pipeline” in preparation for some dramatic changes to be announced in July 2018? I hope I am wrong but I expect dramatic changes will be announced in July 2018!

Other Engineering Professionals got invited at 75 points with the date of effect 21-03-2018. The new date 219-03-2018 is quite significant – waiting in the queue is down to TWO WEEKS but only for 75-point holders! As the number of “invitations” increase over the next few rounds, this is a good sign for other engineers who are waiting at 70 points and 65 points.

ICT Professionals (Business and Systems Analysts) got invited at 75 points with visa date of effect 13-02-2018.

ICT Professionals (Software and Application Programmers) got invited at 75 points with visa date of effect 13-03-2018.

ICT Professionals (Computer Network Professionals) got invited at 75 points with visa date of effect 28-03-2018.

So for ICT professionals, there is about 1 to 2 month’s waiting in the queue, but the good news is only for 75-point holders.

The total number of invitations for this financial year (July to March 2018) has been 14,466 so I expect that in the remaining financial year (April-June 2018) it is likely that there will be some increase in the number of invitations provided by the Department of Immigration… but I am beginning to lose hope.

ICT Professionals (Business and Systems Analysts, Software Programmers and Network Professionals) got invited at 75 points with visa date of effect ranging between 07-02-2018 and 16-03-2018 – about 1 month’s waiting in the queue, but the good news is only for 75-point holders.

21 March 2018 Invitation Round
